民進黨團預計1月9日排審《平均地權條例》，力拼本會期結束前三讀通過，不過，根據內政部營建署資料推估，累計102年全年核發建照量約17萬戶，創1995年以來新高。《平均地權條例》的預售屋禁轉利空，碰上17萬戶建照，堪稱房地產史上最大激情碰撞！

信義房屋不動產企研室專案經理曾敬德表示，開發商在景氣暢旺時，買地狀況積極，等到準備好推案時，卻碰上景氣反轉，加上政策對於又禁止預售未來換約轉手，等於未來預售市場將轉型為自用型產品，銷售速度變慢銷售期拉長，一旦市場反轉，供給量大的區域價格壓力將更為明顯。

統計顯示，2022年預估全年住宅類預售量將超過17萬戶，挑戰28年以來新高，其中前11月供給量大的區域是台中市的3.1萬戶，其次是新北市的2.7萬戶，桃園市的2.4萬戶，台南市與高雄市各1.8萬戶，台北市最少也有1萬戶。

曾敬德表示，2021下半年房市熱銷時，一個月實價揭露可達1.2萬戶，以這樣的數據推估，房市景氣最暢旺時，一年最多可消化約14~15萬戶的預售案件，不過去年下半年一個月剩下約6000戶，等於一年只有7萬戶左右的自用需求。

他說，倘若未來預售不能換約，剩下自用需求，又碰上景氣轉差，過去一段時間一年17萬戶的未來潛在案量，即使沒有全數動工，也會對市場供給造成壓力，尤其過去兩年房價飆漲、新興重劃區等，可能壓力更為顯著。
